The Otsego county sheriffs department arrested 3 people on drug charges Thursday in Oneonta. Charged were 44-year-old John Nack and 23-year-old Kristin Manwarren face multiple charges for criminal possession of a controlled substance. Manwarren was also charged with criminally possessing a hypodermic instrument, 32 year old John Sanfilippo of Davenport, was charged with 3rd degree aggravated unlicensed operation of a motor vehicle, 7th degree criminal possession of a controlled substance and criminally possessing a hypodermic instrument. All face court action shortly.

Oneonta officials reported that water service interruptions would be experienced during the repair of a water main break. The Public Service Department will be repairing a water main break located in front of 243 Chestnut Street tomorrow; a temporary water service interruption will be experienced between North Fonda Ave and Lewis Ave, including Telford Street, Thorn Street and Lewis Ave. City officials say these residents will be notified directly via the city’s automated telephone notification system. DPS plans to maintain one-lane traffic for the duration of the repair.

State Police at Sidney arrested 19-year-old Rocco Parrella of Otego for Unlawful Possession of Marihuana. The arrest resulted from a vehicle stop in Otego; Parrella was issued an Appearance Ticket returnable to the Town of Otego Court on December 6th.

Syracuse based Byrne dairy announced that they would build a yogurt plant in Cortlandville in Cortland County. Byrne is purchasing a 127-acre parcel of land to build that plant; they hope to be operational by the middle of next year.

State Police at Sidney arrested 27-year-old Brandon Behory of Deposit for Unlawful Possession of Marihuana. The arrest resulted from a traffic stop on State Route 7 in Afton; Behory was issued an Appearance Ticket for the Town of Afton Court on November 26th.

State Police investigated a car/pedestrian fatal motor vehicle Thursday in Windsor, where 37 year old Brenda Hadlick struck 4 year old Kenzee Wheeler as she was backing her vehicle in the driveway. The child was air lifted to Wilson Memorial Hospital, where she succumbed to her injuries. Hadlick was charged with Criminally Negligent Homicide, and was arraigned in the Town of Windsor Court and released on her own recognizance to appear at a later date pending Grand Jury.

Delaware county Sheriff Deputies arrested 24 year old SAMANTHA SONS of Bainbridge and charged her with 5^th degree Criminal Possession of a Controlled Substance and Criminally Possessing a Hypodermic Instrument. Sheriff Deputies and Probation Officers conducted a search of her vehicle and located a quantity of Crack Cocaine, Heroin and a Syringe. SONS will be arraigned Tuesday in Town of Sidney Court for the Probation Violation, she is currently being held in the Delaware County Jail without bail.

Delaware County Sheriff’s Office Drug Enforcement Unit arrested 27 year old Miguel Santiago of the Bronx, for 3^rd degree Criminal Possession of a Controlled Substance. Santiago was arrested when he attempted to sell 80 bags of Heroin, to an undercover officer in the Village of Walton. Santiago was arraigned in the Village of Delhi Court and remanded to the Delaware County Correctional Facility in lieu of $50,000 cash bail or $100,000 bond. He is scheduled to appear in the Village of Delhi Court on Tuesday for further Court action.

Corning Fire department announced that the 2 victims of yesterday’s helicopter crash were 41-year-old Dale Crout of Watkins Glen, & 24-year-old pilot Mackenzie Bleth of Oregon. The copter went down at about 12:10 PM Thursday during routine inspections of NYSEG power lines; the FAA and NTSB investigators are at the scene of the crash.

State Troopers arrested 36-year-old Kelly Jenkins of Sidney as a Fugitive from Justice. The arrest resulted from a Felony Warrant from the State of Florida for charges of Money Laundering and Scheming to Defraud. Jenkins was arraigned in the Town of Guilford Court and was remanded to the Chenango County Jail pending extradition to the State of Florida.

The Delaware County Board of Supervisors approved overriding a state property tax cap and providing raises to department heads during its regular meeting, this week in Delhi. The budget calls for a tax hike of 4.4%. County officials said that Contractual fringe benefits, including health care and retirement, and a flat $1,000 per employee raise, led to the tax increase. A public hearing on the budget plan will be held on November 28th at noon at the county office building in Delhi, supervisors could pass it after the hearing.

The State Office of Temporary and Disability Assistance announced that HEAP would begin accepting applications for regular benefits on Monday, November 19th. This winter, the maximum regular HEAP benefit a household can receive is $650. Eligibility for HEAP is based on income and household size. Applications for regular benefits will be accepted through at least March 15th, 2013. New York residents can check if they may be eligible for HEAP, and numerous other benefits, by answering a few questions online at myBenefits.ny.gov. Last winter, 1.5 million households received HEAP benefits.

State Police investigated a car/pedestrian fatal motor vehicle accident at 488 Mountain Road, Windsor. The investigation revealed that 37-year-old Brenda Hadlick of Windsor was babysitting the victim, 4-year-old Kenzee Wheeler of Windsor, when she accidentally struck the child as she was backing her vehicle in the driveway. The child was air lifted to Wilson Memorial Hospital in Johnson City, where she succumbed to her injuries. The investigation is continuing.

A pilot and a NYSEG employee were killed in a helicopter crash in Corning yesterday. The helicopter was being used to inspect NYSEG power lines when it went down. The names of the deceased have not been released, the investigation is continuing.

The world champion San Francisco Giants’ have donated numerous artifacts used this post season, to the national baseball hall of fames Autumn Glory exhibit, which opens today. The Museum acquired The bat used by Pablo Sandoval to hit the first two of his three home runs in Game 1, the jersey worn by Ryan Vogelsong, in Game 3, the warm-up jacket worn by manager Bruce Bochy, the glove used by Gregor Blanco, a bat used by Hunter Pence, Spikes worn by Marco Scutaro , a Cap worn by Brandon Crawford, & Spikes worn by Matt Cain. The County of Chenango IDA announced that they have secured the additional funds needed to match a $4.7 million grant they hope to receive from the Economic Development Administration, for the rehabilitation of the Utica Main Line Railroad that runs through Chenango County. The rail line has been out of service due to the damage suffered from the 2006 flood and the remnants of Tropical Storm Lee in 2011. The CCIDA made this announcement after the County Board of Supervisors’ meeting Tuesday morning, where the Board passed a resolution agreeing to commit up to $200,000 toward the project.

The state labor department announced that the State’s economy added 5,900 private sector jobs in October. The job growth brings the total to 110,300 private sector jobs added to the state’s economy this year, & sets an all-time high job count for New York at 7,340,100. The Oneonta fire investigators have determined that the fire at 10 Murdock Avenue Tuesday was ruled as accidental & was probably started by discarded smoking materials or burning materials. Homeowner Matthew Hill was not home when the fire broke out.

State Police have responded to a growing number of Meth-labs this year. State police remind residents that many household items including cold medicine, paint thinner and batteries are among the ingredients used in making the methamphetamine. Last year State Police responded to 45 labs and/or incidents. This year that number is up to 127 with 6 weeks left in the year. If anyone comes across a potential meth lab or have concerns of suspicious activity, they are asked to contact the New York State Police.

Firefighters IN Norwich responded to a Structure fire at Dan Wesson Firearms located 5169 State Highway 12 Wednesday morning. The fire started in the basement, with smoke damage to the rest of the building. The cause of the fire is under investigation.

State Police responded to a reported armed robbery at the First Niagara Bank, at 1115 Conklin Road, in Conklin yesterday afternoon at about 3:30 PM. Police are currently seeking a suspect described as being a white male approximately 5 feet 8 inches tall; wearing a light purple/gray zipper type hooded sweatshirt, dark sweatpants and a dark purple knit hat with small brim. There was no weapon displayed and the suspect was last seen exiting the bank on foot. Any person with information regarding this suspect is requested to contact the State Police at 775-1241.

NYSEG sent 70 electric line crews and numerous support personnel to help the Long Island Power Authority and Con Edison restore service in areas hit hard by Hurricane Sandy and Winter Storm Athena. NYSEG also has 15 gas fitters and three supervisors helping National Grid restore natural gas service in the Rockaway’s. The Company has provided large quantities of poles, transformers and natural gas regulators to Con Edison to support power and natural gas service restoration in New York City. The company has also provided dry ice and bottled water to Con Edison.

Governor Cuomo signed an Executive Order to establish a commission to investigate the response, preparation, and management of New York’s power utility companies. Cuomo said that the responses would be for all of the major storms that struck the state over the past 2 years, including Hurricanes Sandy and Irene, and Tropical Storm Lee. The Commission will review all actions taken by the power companies before and after these emergencies, and make specific recommendations to reform and modernize oversight, regulation & management of New York’s power delivery services.

State Troopers at troop “C” in Sidney arrested 20-year-old Bradley Falkenmeyer of Unadilla for Driving While Ability Impaired by Drugs. The arrest resulted from a complaint of a suspicious vehicle at the Extra-Mart store in Bainbridge, Falkenmeyer was arraigned in the Town of Bainbridge Court and remanded to the Chenango County Correctional Facility on $2,000 bail.

With congress back in Washington for a lame duck session, people in the agricultural field are hoping that the 5-year farm bill gets passed, or they risk waiting for almost another year waiting for a farm bill. Chenango County Farm Bureau president Bradd Vickers explains:

A group of Chenango Memorial Hospital’s employees organized an initiative to provide personal hygiene kits for distribution to victims of Hurricane Sandy. Employees organized a bake sale to help fund additional kits. Between sales of donated baked goods, hygiene kit items and monetary donations, they had collected well over the number of items and amount of money needed to fulfill their hygiene kit goal of 150 kits, those were donated to the effort at the Norwich Howard Johnson’s.

The Chenango county sheriff’s department reported a series of vehicle break-ins & Larcenies from Motor Vehicles in and around the Town of Sherburne. Deputies reported that during the evening hours of November 12th and early morning hours of November 13th there were several larcenies from unlocked motor vehicles. Fire damaged a house at 10 Murdock Avenue in the city of Oneonta yesterday afternoon. Firefighters from Oneonta, West Oneonta, Cooperstown and Worcester responded, one firefighter suffered a minor injury. No one was at home at the time the fire broke out. The investigation into the cause of the fire is continuing.

The Chenango county sheriffs department arrested 45 year old Raymond Lund of Columbus for Unlawful Possession of Marihuana. Lund was charged following a traffic stop in the Village of New Berlin for a moving violation & was found to be in possession of Marihuana during the stop. Lund was processed and released on appearance tickets to appear in the Town of New Berlin court at a later date.

The Chenango county sheriffs department arrested 22-year-old Joseph Harvey of Smyrna for 3rd degree assault & 4th degree criminal mischief. Harvey was charged following a 911 Hang-up call, which was received by the Chenango County dispatch center from a Village of Smyrna residence. Upon arrival the Deputies learned that there was a physical domestic dispute, which occurred, and the call was ended due to Harvey allegedly pulling the phone cord out of the wall, and causing physical injury to another person. Harvey was arraigned in the Village of Smyrna Court, and was released on his own recognizance.

The costs to new York state from Hurricane Sandy could be enormous, as the state just got out of one fiscal crisis and has been thrown into a new one, governor Andrew Cuomo comments:

Cuomo has not called the state legislature back to Albany for a special session, but the economics of Hurricane Sandy may force him to do so, as a deficit was starting to creep into the state’s budget before storm damage was an issue.

The Chenango county sheriffs department arrested 21-year-old Timothy Grime of New Woodstock for Unlawful Possession of Marihuana. Grime was charged following a traffic stop in the Town of North Norwich for operating a motorcycle at a speed of 96 mph in 55 mph zone, he is accused of possessing marihuana during the stop. Grime was processed and released on appearance tickets to appear in the Town of North Norwich court at a later date.

The Delaware county sheriffs department arrested Keith Degraw on an arrest warrant issued by the Town of Walton Court for 4th degree Grand Larceny. Degraw was arraigned in the Franklin Town Court where he was released on his own recognize and is to appear in Walton Town Court on November 14th, Deputies were assisted by the Delhi Police.

State Attorney General Eric Schneiderman today announced a settlement of over $210 million with the Ivy Asset Management, who advised clients to invest with Bernard Madoff. The settlement is expected to return all or nearly all the original investment to those defrauded by the Ponzi scheme in this case, where Ivy will pay $210 million to return to investors, pay the fees and expenses of the Attorney General and private plaintiffs.

Delaware County Deputies investigated a 2-car personal injury auto accident on State route 28 in the Town of Delhi Friday. 64 year old Leonard Sprinkles of Margaretville was traveling North on State Hwy 28 when he crossed the double yellow line striking a vehicle driven by 21 year old Andrew Gitner of Goshen. Gitner was transported to O’Connor hospital, Sprinkles was issued a Traffic Ticket for Failure to Keep Right, and will return to the Town of Delhi Court on November 20th.

The Chenango county sheriff department arrested 26-year-old Robert Youngblood of Norwich on an active bench warrant issued out of the Town of Norwich Court. Youngblood was charged for failure to appear in court to answer to a charge of criminal mischief. Youngblood was located at his residence and was taken into custody without incident, he was arraigned in the Town of Norwich and was released on his own recognizance.

Delaware County Sheriff’s Deputies arrested 35-year-old Alexandros Perros of East Branch, for 4th degree Criminal Mischief. Perros is accused of intentionally destroying the glass window in the front door of the house where he was staying. Binghamton Senators players will be loading up a bus with items collected from the team’s Hurricane Sandy Relief drive and departing for the New York City area this afternoon following practice. The players will hand deliver supplies to shelters and emergency responders who are helping two of the hardest hit areas of Long Beach and Staten Island. Fans will be encouraged to come see the players off and are welcome to bring additional donations for the bus at 11:30 AM at the Broome County Arena.

The Broome County Sheriff’s Office arrested 27-year-old Sharome Scott of Binghamton for driving without a headlight. Scott was found to be in possession of marijuana and several pills of ecstasy, he was taken into custody and arraigned in the Town of Chenango court & was sent to the Broome County Jail without bail. Scott was then found to have several bags of marijuana hidden on his person, & was additionally charged with 3rd degree criminal possession of a controlled substance, 3rd -degree criminal possession of a controlled substance with intent to sell, unlawful possession of marijuana, and felony promoting prison contraband. He faces court action at a later date.

State Police in Monroe responded to a 2-car accident on State route 17 near Goshen that killed 2 people. Troopers said that A Jeep Wrangler driven by 29 year old Julian Hermosillo of Chester crossed over the guide rail into the westbound traffic lanes colliding with an Audi driven by Vincenzo Avanzato of Oneonta. Avanzato & 3 passengers were transported to Orange Regional Medical Center, 90-year-old Giuseppa Avanzato of Oneonta, succumbed to internal injuries at the hospital. Vincenzo Avanzato remains in critical condition, the other 2 occupants, Ruth Avanzato and Marco Lelli, were treated and released. Hermosillo was declared dead at the scene and the cause of the accident remains under investigation.

Norwich Police have charged an unidentified high school student with 3rd degree assault, following a bullying episode last week. Police said that the unidentified victim was sent to Chenango Memorial Hospital and then transferred to Wilson Hospital in Johnson City. The names of the 2 youths are not being released due to their juvenile status.

New York Governor Andrew Cuomo plans to ask the federal government for at least $30 billion to help the state recover from Hurricane Sandy. The governor said that the state also will have to learn from the latest weather emergency on how to prepare & build for future severe weather events:

Cuomo said that the damage is at least $3.5 billion to bridges, tunnels, commuter rails and the New York City subway system, which was flooded when the storm hit lower Manhattan on October 29th. Cuomo officials said that $1.65 billion would help rebuild damaged homes and $1 billion would go to local governments to cover overtime costs.

The Otsego county department of emergency services announced that the main phone line that services Westford has been severed. Verizon crews are responding to make the repairs as quickly as possible as the problem leaves town of Westford residents without 911 emergency service. Cell phones are not affected.

The Delaware County Sheriff’s Deputies investigated a 1 car motor vehicle accident on Fuller Hill Road in the Town of Colchester. 53 year old Ronald Kiakis of Downsville drifted in the opposite lane of travel, applied the brakes and overcorrected the vehicle causing it to skid about 50 yards before striking a rock wall at a nearby residence. Kiakis was ticketed for leaving the scene a property damage accident and failure to keep right on the roadway.

Delaware County Sheriff’s Deputies arrested 59 year old James Rotzler of Hancock on 3 counts of offering a false instrument for filing, 3 counts of workers compensation fraud and 1 count of 3rd degree grand larceny. Rotzler was arraigned in the Town of Deposit Court and was released on his own recognizance, he was ordered to reappear on February 4th. Rotzler is accused of stealing over $12,000 in Workers Compensation Benefits.

The Delaware County Sheriff’s department has released an update regarding the murder/suicide incident in Franklin Wednesday. The report stated that at 6:40am Wednesday, the County 911 Center received a call from male subject at 123 Main Street in Franklin, where he said that he had killed his wife and would be taking his own life. A Deputy immediately responded & upon arrival, the bodies of Wendy and Willis Brown were deceased in the residence. The Investigation and a forensic autopsy have established that that Wendy Brown died as a result of a gunshot wound, Willis Brown died of a self-inflicted gunshot wound. The motive is unknown the investigation is ongoing.

The Chenango County Sheriff’s Office arrested 54 year old Timothy Braman of Smithville Flats on a charge of 2nd degree Harassment following an investigation into a domestic dispute, Braman is accused of subjecting a female to physical contact, he was arraigned in the Town of Greene court and is to re-appear in the Town of Smithville at a later date.

Governor Cuomo reported that damage from Hurricane Sandy is estimated at 33 million dollars so far. Governor Cuomo said that the loss in sales tax revenue would likely grow beyond $1 billion. The governor said that they are counting on 100% percent federal reimbursement for some public costs of rebuilding.

The Sidney Board of Education has decided to bring back the capital project for a vote on January 15, 2013. The vote will take place from 7:00 am to 8:00 pm in the High School Lobby outside of the Auditorium. The original vote was scheduled for October 30th, but it was cancelled due to concerns about Hurricane Sandy, and its predicted path to this region at that time.

State Troopers in Oneonta arrested 26-year-old Sean Gailor of Owego for Criminal Possession of a Controlled Substance, and a Public Health Law violation having prescription drugs outside of their original container. The arrest resulted from a traffic stop on Interstate 88 in Worcester; Gailor was issued an Appearance Ticket returnable to the Town of Worcester Court on November 20th.

STEVENS was charged with Promoting Prison Contraband in the First Degree, after making dangerous contraband as a person confined to a detention facility. The Sidney based donation drive to benefit downstate residents affected by hurricane sandy, was completed successfully yesterday. Crystal Artis of Sidney had her garage & porch filled with donated items, she told WCDO News that after the first donation point was too small to accommodate all of the items, a second place in Brooklyn took it all:

Birnie Bus of Oneonta donated a bus and a driver for Wednesday’s trip, items had been collected in Oneonta and oxford as well as Sidney, and will go to hurricane sandy victims in Staten Island and the Rockaway’s in Queens.

The Broome County Special Investigations Unit Task Force arrested 34-year-old Christopher Scott of Binghamton following a long-term narcotics investigation. Scott was charged with federal counts for Narcotics Trafficking Conspiracy, Conspiracy to distribute greater than 100 grams of Heroin, greater than 500 grams of Cocaine, and Marihuana. The investigation was conducted by the Broome County Special Investigations Task Force, the FBI & State Police, Scott was taken into custody at his residence in Binghamton by the local U.S. Marshall’s Task Force, he faces court action shortly.

The Chenango county sheriff’s department arrested 23-year-old Michael Mack of Utica for Unlawful Possession of Marihuana in the Town of Norwich. Mack was charged following the execution of a warrant by the City of Norwich Police. The Delaware county sheriff’s department has confirmed the identities of the 2 people found dead in a home on Main Street in Franklin wednesday. The deceased are SUNY Delhi Professor Willis Brown and his wife Wendy. The two were found early Wednesday morning, both of them were shot, both bodies have been removed for autopsies. The investigation is continuing.

The Delaware County Sheriff’s investigated a one car property damage accident on East Brook Road in the Town of Hamden involving 34 year old Hamden resident, Patricia Closs who swerved to avoid striking deer in the roadway and struck a utility pole. A Town of New Berlin man was arrested by the Chenango County Sheriffs Office on an active Arrest Warrant out of the Chenango County Court for 2nd degree Forgery. 34-year-old Timothy McCarthy was charged following a check of the NYS e-justice system. Cornell University will host a forum today on the state’s growing yogurt industry. The forum will feature State, industry and academic leaders; they will discuss how to maximize its benefit to the dairy industry, local communities and consumers. The Delaware county sheriffs department reported that early this morning Deputies responded to a call at a house on Main Street in the Village of Franklin. Deputies found one male and female subject deceased within the residence. Deputies are being assisted by members of the New York State Police Forensic Investigation Unit. Names of the deceased are being withheld at this time pending family notifications. The Investigation is continuing.

An entire full sized school bus full of donated items has arrived in Brooklyn, after area residents Sue Darling of Oneonta and Crystal Artis of Sidney decided to collect items for downstate residents, who lost personal possessions and every day items because of Hurricane Sandy. Collections were taken up in Sidney, Oneonta & Oxford, The bus & a driver were donated for the effort by Birnie Bus Company of Oneonta. They arrived in Brooklyn shortly before noon; the items will be distributed by the Church of St. Luke & St. Matthew to those in need.

State Police at Oneonta arrested 52-year-old Katherine Clough of Oneonta for Aggravated Driving While Intoxicated with a BAC result of .25%. 48-year-old Simeon Clough of Oneonta was also arrested for Aggravated Driving While Intoxicated with a BAC result of .20%. The arrests resulted from an investigation into a property damage auto accident in Milford, Both were arraigned in the Town of Oneonta Court and remanded to the Otsego County jail in lieu of $2,500.00 cash bail, each.
