NEWS MONDAY 11-19-12</title><description>&lt;p&gt;The Otsego county sheriffs department arrested 3 people on drug charges Thursday in Oneonta.  Charged were 44-year-old John Nack and 23-year-old Kristin Manwarren face multiple charges for criminal possession of a controlled substance. Manwarren was also charged with criminally possessing a hypodermic instrument, 32 year old John Sanfilippo of Davenport, was charged with 3rd degree aggravated unlicensed operation of a motor vehicle, 7th degree criminal possession of a controlled substance and criminally possessing a hypodermic instrument.  All face court action shortly.&lt;/p&gt;
&lt;p&gt;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&amp;#8212;&lt;/p&gt;
&lt;p&gt;Oneonta officials reported that water service interruptions would be experienced during the repair of a water main break.  The Public Service Department will be repairing a water main break located in front of 243 Chestnut Street tomorrow; a temporary water service interruption will be experienced between North Fonda Ave and Lewis Ave, including Telford Street, Thorn Street and Lewis Ave.  City officials say these residents will be notified directly via the city&amp;#8217;s automated telephone notification system. DPS plans to maintain one-lane traffic for the duration of the repair.&lt;/p&gt;

&lt;p&gt;State Police at Sidney arrested 19-year-old Rocco Parrella of Otego for Unlawful Possession of Marihuana. The arrest resulted from a vehicle stop in Otego; Parrella was issued an Appearance Ticket returnable to the Town of Otego Court on December 6th.  &lt;/p&gt;

&lt;p&gt;Syracuse based Byrne dairy announced that they would build a yogurt plant in Cortlandville in Cortland County.  Byrne is purchasing a 127-acre parcel of land to build that plant; they hope to be operational by the middle of next year.  &lt;/p&gt;

&lt;p&gt;State Police at Sidney arrested 27-year-old Brandon Behory of Deposit for Unlawful Possession of Marihuana. The arrest resulted from a traffic stop on State Route 7 in Afton; Behory was issued an Appearance Ticket for the Town of Afton Court on November 26th.  &lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;span&gt;&lt;/span&gt;Delaware county Sheriff Deputies arrested 24 year old SAMANTHA SONS of Bainbridge and charged her with 5&lt;sup&gt;th&lt;/sup&gt; degree Criminal Possession of a Controlled Substance and Criminally Possessing a Hypodermic Instrument.  Sheriff Deputies and Probation Officers conducted a search of her vehicle and located a quantity of Crack Cocaine, Heroin and a Syringe. SONS will be arraigned Tuesday in Town of Sidney Court for the Probation Violation, she is currently being held in the Delaware County Jail without bail. &lt;/p&gt;

&lt;p class="MsoNormal"&gt;Delaware County Sheriff’s Office Drug Enforcement Unit arrested 27 year old Miguel Santiago of the Bronx, for 3&lt;sup&gt;rd&lt;/sup&gt; degree Criminal Possession of a Controlled Substance.  Santiago was arrested when he attempted to sell 80 bags of Heroin, to an undercover officer in the Village of Walton. Santiago was arraigned in the Village of Delhi Court and remanded to the Delaware County Correctional Facility in lieu of $50,000 cash bail or $100,000 bond. &lt;p&gt;State Troopers arrested 36-year-old Kelly Jenkins of Sidney as a Fugitive from Justice. The arrest resulted from a Felony Warrant from the State of Florida for charges of Money Laundering and Scheming to Defraud.  Jenkins was arraigned in the Town of Guilford Court and was remanded to the Chenango County Jail pending extradition to the State of Florida.&lt;/p&gt;

&lt;p&gt;The Delaware County Board of Supervisors approved overriding a state property tax cap and providing raises to department heads during its regular meeting, this week in Delhi.  The budget calls for a tax hike of 4.4%.  County officials said that Contractual fringe benefits, including health care and retirement, and a flat $1,000 per employee raise, led to the tax increase.  A public hearing on the budget plan will be held on November 28th at noon at the county office building in Delhi, supervisors could pass it after the hearing.&lt;/p&gt;

&lt;p&gt;Bainbridge village officials reported a water main break on Terrace Hill road between Jericho Road and Main Street last night.  Crews worked over night &amp;amp; the water main was repaired late this morning.   &lt;/p&gt;

&lt;p&gt;The State Office of Temporary and Disability Assistance announced that HEAP would begin accepting applications for regular benefits on Monday, November 19th. This winter, the maximum regular HEAP benefit a household can receive is $650. Eligibility for HEAP is based on income and household size. Applications for regular benefits will be accepted through at least March 15th, 2013.   New York residents can check if they may be eligible for HEAP, and numerous other benefits, by answering a few questions online at myBenefits.ny.gov.  Last winter, 1.5 million households received HEAP benefits.&lt;/p&gt;

NEWS FRIDAY 11-16-12</title><description>&lt;p&gt;State Police investigated a car/pedestrian fatal motor vehicle accident at 488 Mountain Road, Windsor.  The investigation revealed that 37-year-old Brenda Hadlick of Windsor was babysitting the victim, 4-year-old Kenzee Wheeler of Windsor, when she accidentally struck the child as she was backing her vehicle in the driveway. The child was air lifted to Wilson Memorial Hospital in Johnson City, where she succumbed to her injuries. The investigation is continuing.&lt;/p&gt;

&lt;p&gt;A pilot and a NYSEG employee were killed in a helicopter crash in Corning yesterday.  The helicopter was being used to inspect NYSEG power lines when it went down.  The names of the deceased have not been released, the investigation is continuing. &lt;/p&gt;

&lt;p&gt;The world champion San Francisco Giants’ have donated numerous artifacts used this post season, to the national baseball hall of fames  Autumn Glory exhibit, which opens today.  The Museum acquired The bat used by Pablo Sandoval to hit the first two of his three home runs in Game 1, the jersey worn by Ryan Vogelsong, in Game 3, the warm-up jacket worn by manager Bruce Bochy, the glove used by Gregor Blanco, a bat used by Hunter Pence, Spikes worn by Marco Scutaro , a Cap worn by Brandon Crawford, &amp;amp; Spikes worn by Matt Cain. The exhibit will be on display through the conclusion of the 2013 Major League Baseball postseason.&lt;/p&gt;

&lt;p&gt;The rail line has been out of service due to the damage suffered from the 2006 flood and the remnants of Tropical Storm Lee in 2011. The CCIDA made this announcement after the County Board of Supervisors’ meeting Tuesday morning, where the Board passed a resolution agreeing to commit up to $200,000 toward the project. &lt;/p&gt;

&lt;p&gt;The state labor department announced that the State&amp;#8217;s economy added 5,900 private sector jobs in October.  The job growth brings the total to 110,300 private sector jobs added to the state&amp;#8217;s economy this year, &amp;amp; sets an all-time high job count for New York at 7,340,100. The state&amp;#8217;s unemployment rate fell in October by 0.2% to 8.7%. &lt;/p&gt;

&lt;p&gt;The Oneonta fire investigators have determined that the fire at 10 Murdock Avenue Tuesday was ruled as accidental &amp;amp; was probably started by discarded smoking materials or burning materials.  Homeowner Matthew Hill was not home when the fire broke out.  &lt;/p&gt;

&lt;p&gt;State Police have responded to a growing number of Meth-labs this year.  State police remind residents that many household items including cold medicine, paint thinner and batteries are among the ingredients used in making the methamphetamine. Last year State Police responded to 45 labs and/or incidents. This year that number is up to 127 with 6 weeks left in the year.  If anyone comes across a potential meth lab or have concerns of suspicious activity, they are asked to contact the New York State Police.&lt;/p&gt;

There was no weapon displayed and the suspect was last seen exiting the bank on foot.  Any person with information regarding this suspect is requested to contact the State Police at 775-1241.    &lt;/span&gt;&lt;/p&gt;

NYSEG also has 15 gas fitters and three supervisors helping National Grid restore natural gas service in the Rockaway’s.  The Company has provided large quantities of poles, transformers and natural gas regulators to Con Edison to support power and natural gas service restoration in New York City. The company has also provided dry ice and bottled water to Con Edison.  &lt;/span&gt;&lt;/p&gt;

The arrest resulted from a complaint of a suspicious vehicle at the Extra-Mart store in Bainbridge, Falkenmeyer was arraigned in the Town of Bainbridge Court and remanded to the Chenango County Correctional Facility on $2,000 bail.&lt;/p&gt;

&lt;p&gt;With congress back in Washington for a lame duck session, people in the agricultural field are hoping that the 5-year farm bill gets passed, or they risk waiting for almost another year waiting for a farm bill.  Chenango County Farm Bureau president Bradd Vickers explains:&lt;/p&gt;

&lt;p&gt;A group of Chenango Memorial Hospital&amp;#8217;s employees organized an initiative to provide personal hygiene kits for distribution to victims of Hurricane Sandy. Employees organized a bake sale to help fund additional kits. Between sales of donated baked goods,  hygiene kit items and monetary donations, they had collected well over the number of items and amount of money needed to fulfill their hygiene kit goal of 150 kits, those were donated to the effort at the Norwich Howard Johnson’s.&lt;/p&gt;

&lt;p&gt;The Chenango county sheriff’s department reported a series of vehicle break-ins &amp;amp;  Larcenies from Motor Vehicles in and around the Town of Sherburne.  Deputies reported that during the evening hours of November 12th and early morning hours of November 13th there were several larcenies from unlocked motor vehicles. Anyone with information is asked to contact the sheriffs department at 337-1935. The department also encourages motorists to lock their vehicles at all times.&lt;/p&gt;

&lt;p&gt;State Attorney General Eric Schneiderman today announced a settlement of over $210 million with the Ivy Asset Management, who advised clients to invest with Bernard Madoff. The settlement is expected to return all or nearly all the original investment to those defrauded by the Ponzi scheme in this case, where Ivy will pay $210 million to return to investors, pay the fees and expenses of the Attorney General and private plaintiffs.&lt;/p&gt;

&lt;p&gt;Delaware County Deputies investigated a 2-car personal injury auto accident on State route 28 in the Town of Delhi Friday.  64 year old Leonard Sprinkles of Margaretville was traveling North on State Hwy 28 when he crossed the double yellow line striking a vehicle driven by 21 year old Andrew Gitner of Goshen.   Gitner was transported to O’Connor hospital,  Sprinkles was issued a Traffic Ticket for Failure to Keep Right, and will return to the Town of Delhi Court on November 20th.  &lt;/p&gt;

&lt;p&gt;State Police in Monroe responded to a 2-car accident on State route 17 near Goshen that killed 2 people. Troopers said that A Jeep Wrangler driven by 29 year old Julian Hermosillo of Chester crossed over the guide rail into the westbound traffic lanes colliding with an Audi driven by Vincenzo Avanzato of Oneonta.  Avanzato &amp;amp; 3 passengers were transported to Orange Regional Medical Center, 90-year-old Giuseppa Avanzato of Oneonta, succumbed to internal injuries at the hospital.  Vincenzo Avanzato remains in critical condition, the other 2 occupants, Ruth Avanzato and Marco Lelli, were treated and released.  Hermosillo was declared dead at the scene and the cause of the accident remains under investigation. &lt;/p&gt;

&lt;p&gt;Norwich Police have charged an unidentified high school student with 3rd degree assault, following a bullying episode last week.  Police said that the unidentified victim was sent to Chenango Memorial Hospital and then transferred to Wilson Hospital in Johnson City.  The names of the 2 youths are not being released due to their juvenile status.&lt;/p&gt;

&lt;p&gt;New York Governor Andrew Cuomo plans to ask the federal government for at least $30 billion to help the state recover from Hurricane Sandy.  The governor said that the state also will have to learn from the latest weather emergency on how to prepare &amp;amp; build for future severe weather events:&lt;/p&gt;

&lt;p&gt;New York state Attorney General Eric Schneiderman has reached a $9.5 million settlement with retailer SmartBuy and its affiliated companies over debt fraud aimed at soldiers.  Schneiderman says SmartBuy operated from a kiosk and small storefront near Fort Drum in Watertown, where their salespeople talked soldiers into payment contracts with hidden fees and exorbitant interest. The settlement wipes out $12.9 million in debt for more than 4,000 soldiers nationwide.  &lt;/p&gt;

The Investigation and a forensic autopsy have established that that Wendy Brown died as a result of a gunshot wound, Willis Brown died of a self-inflicted gunshot wound.  The motive is unknown the investigation is ongoing.  &lt;/p&gt;

&lt;p&gt;The Broome County Special Investigations Unit Task Force arrested 34-year-old Christopher Scott of Binghamton following a long-term narcotics investigation. Scott was charged with federal counts for Narcotics Trafficking Conspiracy, Conspiracy to distribute greater than 100 grams of Heroin, greater than 500 grams of Cocaine, and Marihuana. The investigation was conducted by the Broome County Special Investigations Task Force, the FBI &amp;amp; State Police, Scott was taken into custody at his residence in Binghamton by the local U.S. Marshall’s Task Force, he faces court action shortly.&lt;/p&gt;

&lt;p&gt;The New York State Department of Labor announced today that there is an E-mail scam aimed at businesses that claims to be from the NY Division of Unemployment Assistance under the name “@detma.org,” Officials said that residents should not reply to the message and do not click on the link in the message. The Labor Department did not send the e-mail, as they never request confidential information in this manner.  For those who have received this e-mail, they are advised to contact law enforcement.  &lt;/p&gt;

&lt;p&gt;The Chenango county sheriff’s department arrested 23-year-old Michael Mack of Utica for Unlawful Possession of Marihuana in the Town of Norwich.   Mack was charged following the execution of a warrant by the City of Norwich Police. He was issued an appearance ticket for the Town of Norwich Court and turned over to the City of Norwich Police on an active warrant. &lt;/p&gt;

NEWS THURSDAY 11-8-12</title><description>&lt;p&gt;The Delaware county sheriff’s department has confirmed the identities of the 2 people found dead in a home on Main Street in Franklin wednesday.  The deceased are SUNY Delhi Professor Willis Brown and his wife Wendy.  The two were found early Wednesday morning, both of them were shot, both bodies have been removed for autopsies.  The investigation is continuing.&lt;/p&gt;

&lt;p&gt;The Delaware County Sheriff’s investigated a one car property damage accident on East Brook Road in the Town of Hamden involving 34 year old Hamden resident, Patricia Closs who swerved to avoid striking deer in the roadway and struck a utility pole.  Closs was issued a Summons for Failure to Keep Right and Unlicensed Operation &amp;amp; is scheduled to appear before the Town of Hamden Court on November 12th. &lt;/p&gt;

&lt;p&gt;The Sidney School District Board of Education will hold a special meeting today at 6:00pm in the High School Library.  The Board may discuss and possibly call for a special vote for the capital project; the vote was postponed last week as concerns due to expectations connected to Hurricane Sandy. &lt;/p&gt;

&lt;p&gt;A Town of New Berlin man was arrested by the Chenango County Sheriffs Office on an active Arrest Warrant out of the Chenango County Court for 2nd degree Forgery.  34-year-old Timothy McCarthy was charged following a check of the NYS e-justice system.  McCarthy was taken to the Town of Norwich Court where he was released on his own recognizance.&lt;/p&gt;

&lt;p&gt;Cornell University will host a forum today on the state’s growing yogurt industry.  The forum will feature State, industry and academic leaders; they will discuss how to maximize its benefit to the dairy industry, local communities and consumers. The forum will be held from 1:00 to 4:00 PM at Cornell University&amp;#8217;s College of Agriculture and Life Sciences in Ithaca, it is considered as a follow up to Governor Cuomo’s Yogurt summit several weeks ago.&lt;/p&gt;

&lt;p&gt;An entire full sized school bus full of donated items has arrived in Brooklyn, after area residents Sue Darling of Oneonta and Crystal Artis of Sidney decided to collect items for downstate residents, who lost personal possessions and every day items because of Hurricane Sandy.  Collections were taken up in Sidney, Oneonta &amp;amp; Oxford, The bus &amp;amp; a driver were donated for the effort by Birnie Bus Company of Oneonta.  They arrived in Brooklyn shortly before noon; the items will be distributed by the Church of St. Luke &amp;amp; St. Matthew to those in need.  &lt;/p&gt;

&lt;p&gt;The Delaware County Sheriffs Department arrested Danielle Lister of Walton for 4TH Degree Criminal Mischief and 2nd degree Harassment.   Lister was arraigned in the Town of Franklin Court and was released on her own recognizance.&lt;/p&gt;

&lt;p&gt;State Police at Oneonta arrested 52-year-old Katherine Clough of Oneonta for Aggravated Driving While Intoxicated with a BAC result of .25%. 48-year-old Simeon Clough of Oneonta was also arrested for Aggravated Driving While Intoxicated with a BAC result of .20%. The arrests resulted from an investigation into a property damage auto accident in Milford, Both were arraigned in the Town of Oneonta Court and remanded to the Otsego County jail in lieu of $2,500.00 cash bail, each.&lt;/p&gt;

&lt;p&gt;The Delaware County Sheriffs Department arrested Jonathan Bakker of Walton, for 3rd degree aggravated unlicensed operation, failure to keep right and failure to produce a valid insurance card. Bakker was arraigned in the Town of Walton Court; he posted bail and was released to appear in court on November 28th.  &lt;/p&gt;

&lt;p&gt;The Chenango county sheriffs department arrested 63-year-old Edward Panus of Coventry on an active bench warrant issued out of the Chenango County Court.   Panus was taken into custody for Failure to Pay Restitution as Ordered by Court, he was also charged with resisting arrest, he was arraigned in the Town of Oxford Court and was remanded to the Chenango County Correctional Facility on $10,000 bail, pending action in the Town of Coventry Court &amp;amp; Chenango County Court.  &lt;/p&gt;
